alright here is a pretty controversial answer... PetCo, i know, i hate petco and petsmart, but they are the only places that i have ever seen russian tortoises. Also, i tell people to buy some animals from petco because basically you are saving their life. Do you know what happens when a petco has a reptile for too long, without it being adopted. They put it in the fridge to kill it, because they are too lazy to take care of it until it gets adopted, so please if you can, get a tortoise from a petco, they arent expensive and surprisingly the tortoises that i have seen at Petcos and Petsmarts are actually pretty healthy

i live in wisconsin too! i found a corn snake breeder in wisconsin and the snake was shipped to me. if i were you i would put a want ad on craigslist. good luck!

You can contact a rescue center, they will let you adopt. it will be happier for the tortoise cheaper for you and more support
